Project
The North Tarrant Express (NTE) is one of the largest transportation infrastructure programs in Texas, designed to improve mobility along I-35W, I-820, and SH 121/183 Airport Freeway. At over $2.5 billion in construction, the program introduced a regionally supported managed lane system to reduce congestion and modernize travel through the Dallas–Fort Worth metroplex.
A major component of the project was transforming the IH-35W corridor into a “Smart Corridor,” using active traffic management technology to dynamically control traffic based on real-time conditions. This system improves transit times for drivers, provides live updates to the public, and enables faster, more coordinated responses by transportation and law enforcement officials.
Segments of the project were delivered through a public-private partnership (PPP), with financial backing from a pension fund—only the third U.S. transportation project of its kind at the time.
The Challenge
With multiple contractors, segments, and a complex PPP structure, the NTE required:

Seamless data collection in the field, even in offline conditions

Real-time reporting accessible to all project stakeholders

Strong quality management oversight for a multi-billion-dollar program
