In 1999, ATSER participated in a joint venture with Schindewolf Associates to support the Harris County Sports & Convention Corporation (HCSCC) in the delivery of the NRG Stadium in Houston. The project was launched to deliver a state-of-the-art, retractable-roof venue capable of hosting professional football, major rodeo events, and global entertainment.
Constructed on an accelerated 32-month schedule and completed in 2002 at a cost of approximately $449 million, the 69,500-seat facility became the first NFL stadium with a fully retractable roof. Today, it serves as home to the Houston Texans and hosts premier national and international events, solidifying its role as a landmark investment in Houston’s sports and entertainment infrastructure.
The Challenge
As a cornerstone investment in Houston’s expanding sports and entertainment district, the development of NRG Stadium required disciplined oversight, rapid execution, and seamless coordination among architects, engineers, contractors, and county officials. The integration of the NFL’s first fully retractable roof system added significant structural and mechanical complexity. This required heightened quality assurance, rigorous documentation, and strict schedule management throughout construction.
With an estimated $449 million budget and a firm completion deadline tied to the 2002 NFL season, the HCSCC needed to maintain cost control while managing construction, design refinements, contractor performance, and tenant coordination. Given the project’s scale and public visibility, detailed project documentation, real-time reporting, and structured program management were critical to minimizing risk and ensuring on-time delivery.
