Quality Assurance Manager (Houston, TX)

Position Summary:

ATSER is hiring a Quality Assurance Manager to join our Quality team in Houston, TX. (this is not a “Remote” position). Providing quality assurance, verification, and validation services for the field Construction activities during all phases of system contracting, procurement, engineering, design, construction and delivery. This role requires collaboration and teamwork, communication, relationship building, and confidence. The hours for this position will require approximately 40 hours per week, Monday-Friday.

Key Responsibilities:
  • Confirm and record compliance with the Project Management Plan regarding quality records, workmanship inspection oversight, materials inspection, and testing oversight.
  • Work with PMC to ensure effective work-site quality assurance and control.
  • Perform QA Program audits and surveillances.
  • Prepare, approve, and issue accurate, clear, and detailed, audit/surveillance reports.
  • Write/implement quality procedures and work instructions.
  • Measure, analyze, and report on Quality Program performance.
  • Prepare QMS-related status and summary reports for senior management.
  • Maintain quality-assurance records, historical files, and important data and information.

  • Strong interpersonal and communication skills with the ability to contribute effectively as part of a team involving staff, clients, and outside agencies.
  • Excellent technical reporting and writing skills: ability to create useful infographics, convert data into information, and effectively convey/present results and important points.
  • Skilled at problem solving, basic conflict resolution, team building, and group facilitation.
  • Ability to effectively use and perform basic tasks on an MS Windows-based computer: navigate folder and file structures, access applications, and save and retrieve documents, files, data, and information.
  • Proficiency in using the Internet and online applications to communicate, perform research, participate in quality-related discussions, share information, and collaborate.
  • Proficiency in Microsoft Office (Outlook, Word, Excel, and PowerPoint) and Visio, and Adobe Acrobat Pro.
  • Strong problem-solving, workload-management, and organizational skills with limited or no supervision.
  • Ability to work well within a high-energy work environment with changing priorities.
  • Ability to analyze complex data and situations, and resolve them using sound, professional judgment.
  • Ability to coach, mentor, motivate, and prioritize the daily work of team members.
Minimum Qualifications: 
  • B.S. in Civil Engineering, Quality, Construction Management, or other related fields.
  • Certified Auditor

Education: 
  • Bachelor’s Degree (required).

Experience: 
  • 10 years of experience working in the quality profession – management, assurance, or control.
  • 6 years of experience as a construction or transit program/project quality manager.
  • 5 years of experience conducting quality assurance audits and conducting detailed root-cause analysis.
