ATSER was retained by the Harris County Sports & Convention Corporation – in a joint-venture with Schindewolf Associates–to provide Owner’s Representative services for the new NFL Stadium in Houston.  ATSER provided Program and Construction Management services for the new $449 million Reliant Stadium.  The new Stadium includes a seating capacity of 69,500 and a retractable roof.  The new facility adjoins the west side of the Astrodome.  The project included an aggressive 32-month schedule that targeted an August 2002 completion date.

ATSER’s role involved design phase as well as construction phase services.  Our responsibilities included coordination of the design consultant team, value engineering, design review and coordination with two major tenants, bid package strategy, status reports, decision recommendations to the owner and review of the consultant’s requests for additional services.  Also included in our duties were the review and approval of monthly pay requests, quality assurance inspections, monitoring of the project schedule, taking those actions n ecessary to complete the project on schedule, the review and approval of any change order requests including negotiations as necessary.  Additionally, during the construction phase we were responsible for coordinating the activities of the Construction Manager.
