Construction Director – In Office (Houston, TX)

Summary |

ATSER is seeking a senior Construction Director with extensive heavy civil construction experience to support multi-million, multi-year street rehabilitation programs. This role oversees construction activities from project initiation through closeout, ensuring projects are delivered safely, on schedule, within budget, and in compliance with contract requirements while coordinating contractors, inspectors, and stakeholders.

Key Responsibilities |

Project & Construction Management

    • Manage heavy civil and hot-mix asphalt construction projects from initiation through completion.
    • Oversee project scope, schedule, cost, quality, and overall performance.
    • Prepare work authorization documents and enforce contract requirements, plans, and specifications.

Schedule, Cost & Payment Administration

    • Review, approve, and monitor monthly project schedules prior to payment processing.
    • Ensure contractor, CM, and testing services payment applications are accurate and submitted monthly.

Meetings, Coordination & Stakeholder Management

    • Lead construction-phase meetings and coordinate contractors, inspectors, and project stakeholders.
    • Identify project risks and proactively communicate issues and solutions to senior management.

Contract Administration & Documentation

    • Review and respond to RFIs, submittals, issue logs, change orders, and PCO logs.
    • Prepare Non-Conformance Reports (NCRs) for deficient materials or workmanship.

Safety, Quality & Regulatory Compliance

    • Ensure compliance with safety requirements, traffic control, SWPPP, and owner standards.

Inspection & Field Oversight

    • Manage project inspectors and testing staff, ensuring daily reports are completed within 24 hours.

Required Qualifications |

Education:

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field, or equivalent practical experience with a minimum of 25 years in heavy civil construction.

Experience:

  • Extensive experience managing heavy civil and roadway construction projects, including hot-mix asphalt work.
  • Proven experience overseeing multi-million, multi-year construction programs from start through completion.
  • Demonstrated experience with contract administration, payment applications, RFIs, submittals, and change orders.

Technical Skills:

  • Strong understanding of construction contracts, specifications, schedules, and cost controls.
  • Experience reviewing and approving project schedules and monthly payment applications.
  • Knowledge of safety, traffic control, SWPPP, and quality assurance requirements.
  • Proficiency with construction documentation, reporting systems, and project controls tools.

Soft Skills:

  • Strong leadership and decision-making abilities in complex construction environments.
  • Excellent communication skills for coordinating with stakeholders, contractors, and internal teams.
  • Highly organized with strong attention to detail and documentation accuracy.
  • Ability to manage multiple priorities and proactively resolve issues.
