Civil Engineer Inspector – In Office (Houston, TX)

Summary |

ATSER is seeking a motivated Civil Engineer Inspector to support heavy civil construction projects in the Houston, Texas area. This role is responsible for monitoring construction activities to ensure compliance with contract documents, applicable codes, and quality control standards, with a strong focus on utilities, paving, drainage, and structural work. The ideal candidate will perform field inspections, coordinate testing activities, document construction progress, and collaborate closely with project teams, contractors, and utility owners to ensure safe, accurate, and high-quality project execution.

Key Responsibilities |

  • Construction Inspection & Compliance
    • Inspect heavy civil construction activities to verify compliance with contract documents, codes, and specifications, with focus on utilities, paving, drainage, and structural work.
  • Testing & Quality Assurance
    • Perform and evaluate field and laboratory tests including soil compaction, moisture content, aggregate gradation, concrete slump, air entrainment, compression testing, coring, bolt torque testing, and line and grade surveys.
  • Paving & Utility Oversight
    • Inspect and monitor DOT concrete and asphalt paving operations.
    • Oversee underground utilities and piping installation to confirm proper location, bedding, grade, and tightness.
  • Documentation & Reporting
    • Prepare detailed daily inspection reports documenting work performed, quantities, test results, delays, personnel, equipment, and site conditions, supported by photos and videos.
  • Project Coordination & Meetings
    • Coordinate utility acceptance and performance testing with utility owners.
    • Attend preparatory, initial, and construction progress meetings.
  • Change Management & Recordkeeping
    • Document material quantities, record calculations in databases, monitor approved changes, and maintain accurate time and material records.
  • Field Support & Quality Improvement
    • Provide general inspection of contractor and subcontractor work, recommend improvements to construction quality control processes, and support the Construction Project Manager as assigned.

Required Qualifications |

  • Working knowledge of civil construction codes, standards, and specifications.

  • Experience inspecting utilities, paving, drainage, and structural work.

  • Familiarity with field and laboratory testing for soils, concrete, and paving materials.

  • Ability to accurately document inspections, quantities, and test results in electronic reports.

  • Strong attention to detail with the ability to identify nonconforming work.

  • Effective communication skills to coordinate with project teams, contractors, and utility owners.

  • Ability to attend field meetings and support project coordination activities.

  • Reliable transportation and ability to commute daily to Houston, Texas 77060.

 

Preferred Qualifications | 

  • Previous Civil Inspector experience preferred.
  • Experience with DOT a plus.
  • Previous Structural Inspector experience preferred.
