Georgia Department of Transportation (GDOT)

Project

The Georgia Department of Transportation (GDOT) is advancing approximately $13 billion in transportation improvements across the state’s highway network. In response to this expanded investment and the need to meet stringent Federal Highway Administration (FHWA) requirements under 23 CFR Part 637 for materials acceptance validation, GDOT pursued enhanced digital quality and document management capabilities. Historically, the agency relied on an in‑house system for quality tracking, but growth in strategic projects and compliance demands highlighted the need for a scalable, standardized platform to support construction inspection, materials testing, and contractor acceptance processes across all districts.

The Challenge

With major transportation programs underway statewide, GDOT faced significant challenges in validating contractor quality acceptance data, standardizing inspection workflows, and maintaining real‑time visibility into inspection/testing results. The existing internal solution was not equipped to handle the scale, compliance, and real‑time reporting needs associated with concurrent large‑scale projects. Moreover, FHWA regulations require transportation agencies to independently validate contractor material acceptance results, adding complexity to quality assurance operations across multiple projects and laboratory environments.

Solution

To address these challenges, GDOT implemented ATSER’s Manage-IT™ “Program Management System” alongside Assure-IT™ “Quality Assurance System”, creating an integrated platform for quality and program oversight. Assure-IT™ centralizes materials testing and inspection data, while Manage-IT™ streamlines project management, including contract administration, construction milestones, document control, and field-office coordination.

Together, the systems standardize workflows, enable real-time data sharing, and support secure collaboration between GDOT and contractors. Following a successful pilot Northwest Construction Program (NWCP), GDOT deployed both solutions statewide in 2020, establishing a unified approach to quality and project controls that continues to support ongoing transportation programs.

Results:

GDOT’s statewide implementation of Assure-IT™ and Manage-IT™ has strengthened quality governance and improved project delivery. Centralized access to testing data, inspection reports, and project documentation has increased transparency, audit readiness, and consistency across teams. Real-time reporting supports FHWA compliance, accelerates decision-making, and reduces administrative delays.
