ATSER Houston Office, Announces New Program Management and Construction Management Division Leadership
ATSER is pleased to announce that William L. "Larry" Franklin, PE, PMP, has joined the firm as Senior Vice-President of the Program Management and Construction Management (PM/CM) division. Franklin brings to ATSER more than 30 years of successful leadership and project management experience. In this new position, he will manage all aspects of the ATSER Program Management and Construction Management Division, which includes airports, civil structures, municipalities, buildings, sports facilities and transportation projects.
He holds a Bachelor of Science and Master of Science in Aerospace Engineering from the Georgia Institute of Technology in Atlanta, Georgia; a Master of Science in Management Science from the American Technological University of Killeen, Texas; and a Master of Divinity from Southwestern Baptist Theological Seminary of Fort Worth, Texas.
Franklin is a Licensed Professional Engineer, and is an active member of the American Society of Civil Engineers and the Project Management Institute.
