Owner Announces New Senior Vice President of ATSER Systems Division
ATSER is pleased to announce the promotion of Charles Birkner to Senior Vice President of ATSER Systems Division. With more than 15 years of Systems Technology Experience, Birkner will lead and develop ATSER Systems Division technology and strategic development efforts. This includes managing a highly skilled team of computer systems engineers, providing construction project management support, leading technology research and development projects, developing commercial software sustaining engineering project management systems, and developing and implementing construction software and computer network systems technology. Most recently he served as Vice President of ATSER Systems.
Since joining ATSER in 1998, Birkner has served as Project Manager for the Automation of the City of Houston Street and Bridge Construction Management System, Project Manager for the Houston Intercontinental Airport Expansion Computer Network project, Harris County Toll Road Collection System Software Sustaining Engineering project, as well as Project Engineer for the software and hardware systems which supported the Materials Quality Control / Quality Assurance System Utilized on the Utah Department of Transportation I-15 Reconstruction Project.
Prior to joining ATSER, he was responsible for the development and sustaining engineering of NASA's Mission Control Center (MCC) applications.
Birkner holds a Bachelor of Science in Mechanical Engineering from Texas A&M University and a Masters in Environmental Science from the University of Houston.
