Harris County Flood Control District Awards Major Project To Houston-Based Quality Firm

On January 7, 2003 the Harris County Flood Control (HCFC) District awarded ATSER, the HCFC District Consulting Services and Support of District Databases project. This $700,000, five-year, annually renewable contract employs ATSER, LP to standardize the look and feel of all data between the different HCFC District departments, as well as, to integrate the data back into the Districts central databases for management reporting.

Additionally, all central databases and handheld applications relative to district job functions, and part of the districts property acquisition and maintenance system will be revised and several new applications will be developed by ATSER using Microsoft.Net's web-based technologies. Upon completion these applications will be successfully tied into the District's Geographical Information System (GIS), which will then assemble, store, manipulate and display HCFC district geographically referenced information.

When asked to comment on ATSER's recent award, Charles Birkner, Senior Vice-President of ATSER Systems stated, "I believe the HCFC District awarded ATSER this project based on the fact that it is not just an engineering firm, but it is also a technology firm, which develops software for the construction industry. And to execute this project successfully the District knew that they needed a firm with successful similar past project experience, that revealed an in-depth working knowledge of both disciplines processes and procedures".

When complete, the HCFC District will experience improved data quality and integrity from which better decision making processes will flow; making HCFC a more effective and efficient organization.

In addition to this project, and part of HCFC District 2003 Initiatives is the development of several customized PDA templates. In a separate contract, ATSER will develop and program the templates onto district wireless technologies for use in the field. As part of this contract the ATSER team has been matrixed into the HCFC District and on January 1, 2003, ATSER moved into HCFC District offices to begin work on this initiative. Since ATSER moved on site, major project work has been able to begin sooner than expected on the HCFC District Consulting Services and Support of District Databases project.
