Salt Lake City, Utah was awarded the 2002 Winter Olympics.  In order to address the expected increase in traffic the Utah Department of Transportation was authorized to reconstruct 22 miles of Interstate 15 freeway.  A project of this size was normally a 10 year process through traditional design-bid-build delivery systems in which UDOT was responsible for design, construction and quality.  UDOT decided to undertake a design-build delivery approach in order to compress the schedule to less than 60 months and to contract out verification of quality results.  The schedule resulted in over $1 million per day of construction.
